how do you become a junior player and have a world junior ranking and how old should you be?

First, you have to go get a USTA membership. Then you star playing tournaments in your section. i.e. your state and surrounding states. That's when you play sectional tournaments you get a section ranking.

When you get high enough ranked in your section, you can play national tournaments. Sometimes you don't even have to be ranked very good. You can probably find a national tournament in your section.
There are five different national level tournament. 1 is the highest you can go to. That's when you have to have a good ranking to get invited. 5 is really small and can even be a section tournament with national points.

Once you get in the top 100 in nationals, you can then start looking into ITF tournaments. Or Jr ITF. international tennis federation. All over the world baby! Most people start playing jr ITF when they hit 14-16.
I've acually seen, on tv, the # one twelve year old girl in the world. You can start at that age, but most people start international around 14.

In tennis, a junior is any player under the age of 18 and is still protected by a parent or guardian. Players on the main adults tour, which are under 18 still have to have forms signed by parents or guardians.

Only boys and girls born between 1st January 1988 and 31st December 1993 may compete in any of the tournaments that comprise the 2006 ITF Junior Circuit. However, players may not participate in any ITF Junior Tournament unless they have
reached their thirteenth (13) birthday before the start of the main draw. Players are limited on the number of tournaments that they are permitted to participate in, in a calendar year according to
their age.

Grade A, 1 - 5 tournaments shall be open to competitors from all countries.

You have to do exceptionally well in your boys or girls 18 s countries national tournaments. Then you may get invited. If you are invited you will get a junior world ranking. How old depends on how old you are when you win the nationals or semi depending on the country. You can be 14 and have a major result in your countries 18 and under nationals. It is not age it is level of your performance in these tournaments,
