Nope, but if you paid for it, there is not much you can do because you don't want a "patchy" looking patio, and its fairly certain that they aren't going to demo it and pour you a new one.

No, the water should flow off the patio, away from the house

No it should not. The installer should have made sure that it slopped so the water would run off. Call him back out to fix the problem.

It should be level but have a very sight slope away from any dwelling.

I don't know, that sounds like a bad foundation to me, is it cement? If it is I can ask my boyfriend, he's a mason.
