Neon is rare, found in the Earth's atmosphere at 1 part in 65,000 and industrially produced by cryogenic fractional distillation of liquified air.

William Ramsay and Morris William Travers are credited with the discovery of neon in 1898. I can't get in to the site at the moment, I'll be back.
