It was all about the perceived "revolution" that Dylan and many of his peers felt was on the horizon back in the mid-60s, when this song came out. The song is all about how the old people with their old ways of doing things had better either get out of the way and make room for the youth of America, or change with the times. It was widely thought of as a battle cry for the hippies.
