If you're asking legal then it depends on which state you live in. If you're asking for opinion, she should definitely wait. Too young to make this kind of decision. If the feelings are real true, when she turns 18, he will will still be there.

marriage is for mature adults, seeing how she is only 15, I do not believe she is mature enough.
