You have a tough situation, but it's not unresolvable.
If you know your SS#, go to the S.S. office nearest you and they will help you get a copy of your card. Bring a RECENT PAY STUB showing your Name, address and SS# (or a copy of an Income tax form (1040/1040A) filed from a previous year or a W2 form. This will help in establishing your identity. Utility and Phone bills hlelp, too.
You need to get a new copy of your Birth Certificate. If you know where you were born (City & State), the Board of Health in that City or Town should have that record. These offices are equipped to tell you what you may need additionally, as well.
Once you have these 2 documents, you can probably get your Photo I.D. at your County Building.

Sounds like you have problems...go to social secrutiy and they will give you a new card and pay someone to search for a birth certificate for you or have someone sign an affidavit to atest to your birth...then get a Picture ID.....
