If you know that there are 4 steps for a bill to become a law, it doesn't take a Grade School Diploma to know that you know the answer. Now here's the question. Does it take a Nursery School Diploma to know what you're trying to prove by asking the question?

A congressman must propose it.
It must go through congressional committee.
Then the full congress must vote on it.
Then the President of the United States Must sign it.

If the President Vetoes it, then congress Must override his veto by a 2/3 majority.

1. Lobbyist lobbies Representatives and Congressmen
2. Lobbyist pays bribery money to get bill passed
3. Congressman attaches bill to another bill, hoping no one will
notice.
4. Bush signs bill to pass it.
