It depends on your browser, really. Most browsers will have an "Options" option in either the Tools menu. Cookies are normally in the privacy settings of your browser options, not in the security settings. Find the privacy settings, and play with the settings.
In Internet Explorer 6, the Medium security setting works for most sites, without leaving yourself too wide open. If you want you can even click the Advanced button and over-ride your cookie settings. Typically I accept first party cookies, and block third party cookies. (I've found that third party cookies are usually only cookies intended to trace your footsteps.)
If you're using Mozilla Firefox, there's actually a Cookie's tab within the Privacy settings. You'll want to "Allow Cookies"... and, as before, I'd only accept cookies from a first party -- to do this, enable "Only accept cookies from the originating site".
That should clear up any cookie handling problems that your bank has with your browser.

In Internet Explorer, click on Tools - Internet Options - Click on Security tab, Click on Internet Icon, then use the slider to adjust security. Lowering security is not recommended.
Your computer may have other software running on it (anti-spyware packages) that is stopping cookies from being accepted.

If you are happy enough with everything else you do on the web, DO NOT LOWER YOUR SECURITY SETTINGS!!!!!!!
Instead, look up top in your web browser and click on Tools then Internet Options... then Privacy. Then click on Edit...
Enter the web address for the log in screen for your bank. Then click the Allow button.
