The runners need to run inside that so they are in foul territory, usually it only matters if there's a bunt down the first base line and the catcher would be throwing right through the runner.

It's there for no reason. You can't run between those lines ("the rule") and then actually step on the Base, which is INSIDE the left-most line, which is the foul-line. It's impossible.
