The image is called an animated gif. Its simply a series of the same picture with alterations made to each one. You can download Microsoft Gif Animator to create these. You simply load a series of pics into it and save. Takes a little practice but you will be a pro in no time!

You'll need software like Paint Shop Pro, Photoshop, Macromedia Flash 3 or Corel Draw. There are alot of walkthroughs online (just type in "Create animated gifs") & they all use different software - shareware/freeware. So depending on which software you end up using you can find a site to walk you through the process.

You need to build a series of pictures into an animated gif file. Edit each frame (picture file) and then compile it into a single animated file using a gif animator software.

You can get Microsoft Gif Animator here. It's free and easy to use so you don't have to shell out $300+ for Adobe Photoshop when it can be done just as easily for free.

That is an animated GIF. It is like a movie reel it is a series of images that flip between one another. Search download.com for "Animated GIF maker" or use http://www.gifworks.com/ to do it online. If all you want is something simple these should work.
