Let´s say both are 8´s.

They both give you lots of "air" time where you're thrown out of your seat, so to some, that can be scary. To others, it's one of the things that makes the ride awesome!!!

Now if you're the front left seat with your hands in the air, that'll be a 10. I'll leave it for you to find out why when you ride it!

Have fun!!!

The magnum would be a 10, because almost everytime I go to Cedar Point the ride is shut down because the cars are stuck at the top of the hill. So if you ride it you always have to think about if you are really going to be coming down... Luckily I have never been stuck up there.

I didn't find the Millennium Force scary at all... it was exhilarating!!! Definitely go on it, you'll regret if you don't.
The Dragster is definitely scarier just with sheer anticipation, but it's over before you know it. It's almost not worth the wait. Even though you didn't ask about the Dragster.
I didn't go on the Magnum, though.

Magnum is really rough, and Millenium is really boring. They aren't scary at all though. I would give them a 2. Try Deja Vu, Zippers, tilting Yo-Yo's, It's Tough a Bug (You don't know what's coming.), maybe Chaos, Drop Towers, X, or Top Thrill Dragster.
