well 9/11 is 0.81 repeating. So you know that every even space is a 1, and every odd space is an 8. Since 311 is an odd number, the digit there would be an 8.

The value of 9 / 11 is
= 0. 8181818181818181........81.....
The digits in the odd decimal places = 8
The digits in even decimal places = 1.
311th place is an ODD place.
So, 8 is surely in the 311 th place.

Put it in to your calc. 9 divided by 11. The answer is .818181818....................... So, odd numbered digits are 8 and even numbered digits are 1. 311 is odd, so it is 8.
