I breed hamsters and I am pretty sure that it's tail isn't actually bleeding. If it is a girl, she is mensruating, or having her period. If it is a boy, the bleeding may be caused by a serious illness and you need to get him to a veteranarian as soon as possible.

if you have another hamster it could be an injury from it or if the tail looks wet it might be the diesease called wet tail.

It's tail is probabaly not bleeding it is probably somthing else take it to the vet and see what he says

Is it brown diarrhea? or can you tell it's blood. If it's brown, look up "wet tail" on the internet. Thats a common disease with hampsters.
