I'm guessing the Mesopotamians--they were the first to issue antibiotics/pills to individuals, the first prescriptions every written.

The ancient Chinese were using herbs and roots for medicinal purposes maybe 5,000 years ago. Some are still in use today, willow bark is where aspirin comes from, ginger root is used to settle an upset stomach. At about the same time the ancient Egyptians were also using native plants for the same purpose.
