If it is truely pluralistic and democratic, yes. However, many nations are moving away from true democracy and going towards a mixture of mob rule and oligarchism (is that even a word?).

This is most evident in the United States. Where people who once stood for equal rights for all and "innocent until proven guilty", you now hear calls for discrimination and torture, even from our highest levels of government.

Yes...the United States....Although some people will disagree, the law says yes.
