When I conduct a background check on the form it has the applicant list all of the counties the applicant lived in within the United States. From there the background check is conducted for 10 years prior for each county.

In the USA there is NO WAY to do a "federal" or "all states" background check. One would literally have to check each and every county in each and every state in the entire USA. No one is going to pay for that or have time for that. The best thing to do is work with a reputable background check company that complies with the FCRA, have final candidates list all addresses for the past 7 years and then check those counties for convictions, check credit and do an SSN trace. Do at least an 8-panel drug test, check references at former companies (calling friends people list is worthless), verify degrees and call it done.
