It's funded, like any bureaucracy, by robbing citizens of their pay (called taxes).
The level of funding is determined by the mood of the appropriations people as they are forced to sit through a parade of activists and Marxists talking about how people who work somehow don't need their own money as much as homeless people do!

A lot comes in from private donations. Your different churches also donate. I would say the United Way kicks in a little, though I doubt much. Very little from the Salvation Army or the Red Cross.
