Right click on the M by the clock and enable it. If it doesn't enable, post back here with the error message you get.
You can also double-click on the M which will bring up the Security Center. If it is not enabled, there will be a warning, and in the right column there ie a button to fix it.

Right click on the, probably now black M on the right side of your screen and open the security center either you personal firewall plus, privacy service or virus scan is expired and you need to renew it. It will tell you what is wrong from there.
