i'm really bad at algebra and i don't seem to be getting better . is it me or the teacher.

It's probably lack of practice. To be really good at algebra, you need to do enough of it that it becomes second nature. That means lots of homework. Probably not what you want to hear, but that's the path that gets you there.

put down the calculator and go back to basics, rules of operations, and the order in which things are done. Algebra is not hard it you learn the easy stuff first, jumping ahead when you dont understand something will make it impossible to keep up

Hi dear ,
Mathematics and definitley Algebra needs practice and doing homeworks and u should not supose to get very well in a short time

Well, algebra isn't that hard to grasp. Its simply replacing unknowns with a letter, or finding the possible solution(s) to what a given unknown represent. Why don't you tell us what's your problem so we can help solve it better :)

Get a tutor to start with day one and work your way up.
