Unless the law has changed, I was 16 when I got my PA learner's permit and then my junior driver's license when I passed my test. I received my regular license when I was 18.

Where I live, you can get a lerners permit at 15 IF you are taking a drivers ed class (which you have to pay for. It isn't part of school). Otherwise you can get one at age 15 1/2. You also have to hold your permit for 1 year and also log 100 hours of driving with a parent (no one else is allowed in the car). 25 of those hours must be nighttime driving in thecdark. Most people around here don't get their actual licence until they are 16 or 17, and after they do, they can't drive anyone else around for 6 months (they may have changed it to 1 yr now though). I got my permit at age 15 and my licence at 16, before they imposed all of these new laws. But it all depends on where you live.

A person who desires to obtain a driver's license or who desires to be licensed in a class for which the person is not already licensed shall apply to the department for the class or classes of license in which the person desires to be licensed. The department shall issue to each applicant a learner's permit which shall clearly identify the class of license applied for as provided in section 1504 (relating to classes of licenses).
(b) Learner must be accompanied.--A learner's permit entitles the person to whom it was issued to drive vehicles and combinations of vehicles of the class or classes specified, but only while the holder of the learner's permit is accompanied by and under the immediate supervision of a person who
1. is at least 18 years of age or, if the spouse of the learner's permit holder, is at least 18 years of age; or, if a parent, guardian or person in loco parentis of the learner's permit holder, is at least 18 years of age;
2. is licensed in this Commonwealth to drive vehicles of the class then being driven by the holder of the learner's permit; and
3. is actually occupying a seat beside the holder of the learner's permit unless the vehicle is a motorcycle.
