Bullies pick on other children because they have low self esteem and want to feel better about themselves. They tease kids about a number of things; but it really comes down to the bullies emotional problems; not the victims.

Number 1 I'd think is because they get picked on in some form in their family life.
# 2 Insecurity, nobody picks on the bully.
# 3 Some people are just designed to be hostile, I don't know why.

Its usually because they want to make themselves feel superior.
Bullies sometimes are insecure and are trying to build themselves up.

But sometimes they are very confident in themselves, and simply feel threatened by someone who is different, or looks different.
