does anybody know how to send different types of packets (TCP or UDP) in linux ??

Question

this is for my networking project .. its a firewall
different types of packets are to be sent from 1 terminal to another (on same machine ) , check if they are being accepted ,dropped,rejected ..........

also what are different local address i can give ?? (127.0.0.1 to 127.0.0.10 ????)
can it be obtained from the opened terminal iteself ??

im usin fedora core 4 ....
i can specify...
which ports to block ....
which protocol to block ....
which address to block ....

plz gimme the links OR explain...
