Stump puller gear ratio. Lots of low end pulling power, no top end. Also the International trucks were built like tanks. Everything was heavy and over done.

i think the fact that it is a 91 international is the reason- heavier truck and 15 years old equals less speed. Wear and tear on your truck's mechanical components also make it less efficient and slow it down. I would suggest getting a newer truck. Even a late 90s model will show you alot of improvement and they are fairly cheap.

Check the turbocharger out. It could be blown. You would lose a lot of horsepower if the turbocharger was blown or malfunctioning. I hope this helps. Take care and good luck.

if it has lost power, you could have a dirty fuel filter :(
