My son is almost 3, here's a list of our favorite things to do
1. most malls have a play area now, we really like Scottsdale Fashion Square
2. McCormick Train Park in Scottsdale! We live in Glendale, it's so worth the ride.
3. Wildlife World Zoo at Reems and Northern Ave (about 140th ave) This is so worth the ride! We have a year pass and now that the weather's getting nicer, we go almost every week. You can even feed giraffes! Bring cash, they don't take credit cards
4. Outdoor parks. There's pretty much one in every neighborhood. Take advantage of the beautiful weather
5. Phoenix Zoo - I like the Wildlife World Zoo much better, but this one is nice as well.
6. Ceretta's Chocolate Factory in Downtown Glendale - Every Friday at I believe 10am & 1pm you can make chocolate pizzas. This was so much fun! Plus you can antique in downtown Glendale.
7. Night/weekend festivals in Downtown Glendale! The end of the Christmas Light festival in January was so cool! THey had hot air balloons! My son loved this last year
Hope this helps

Amazing Jakes......in Mesa, on Baseline and Gilbert Rd, will be fun for them.
Makutos Island might be fun for the older one, but the little one wont have as many options. But its still a neat place to check out, and that is in Chandler.
Jeepers is fun for them, but you will find it a bit run down, lots of wetbacks, and a waste to buy the wristband. They have a huge tunnel, and slide they will like to climb in, and that doesnt cost anything.
The Phoenix Zoo is great, but its real spread out, so put on your walking shoes!
Someone else suggested Schnepps farms, that is great, hope there is something going on there at the time you come!

I don't think you have to do much to impress a 2 or 4year old. They have fun because they are with you. You can make anything you do with them fun, exciting, and they'll even learn something. Take some of their favorite toys, color books and crayons. They will be happy for the whole 3 weeks if you are.
