Do you mean new wallpaper for the desktop? (The colors and images you see, like the standard rolling fields).
You can take just about any image on the web or in you My Pictures folder and set it as your desktop. Just right click on the image and select Set as Background.
there is also a nice program called Webshots that will automatically change your pictures for you. It can use either your own images, or theme albums you can download fro free.

if you want to change the colours of your desktop just click start then go to control panel and click display this brings up a box which lets you change the appearance of your desktop, colours background picture fonts etc.. all can be changed here, or if you want more desktop background pics you can download more themes here

If you want free, nothing is as good.
