Quick answer is that it doesn't hurt, and can only help.

Long answer is that it depends on where you're applying and to what field. I work for a university in the sciences. When hiring, a cover letter sometimes sets people apart because it shows a genuine interest from other applications as well as gives me a chance to get a better idea of who I'm dealing with. It's definitely not a deal breaker though since in the end, it's the resume and the interview which will win, although a good cover letter could predispose me to a better inclination. They say that most interviews are finished in the first few minutes (most
times due to things other than the resume), so any edge may help.

Its only important if you want the job.

In all honesty, in a large company where the resume is being added to a job bank, its more important that keywords get picked up.

In a smaller company, or in a small group in a large one that's looking to fill a specific position, a good cover letter is very important. Ideally, it should be well written and show how you meet the requirements set out for the job, and why you feel you'd excel in it.

It is very important. In your cover letter, you are suppose to state why you are qualifid for that position that they advertised. That will let your potential employer then go over your resume, if she/he is impressed to get your foot in the door and land interviews. If you don't succeed in one interview ,go to another and another until you secure a position. Good Luck.

It seriously depends on what type of job you're trying to obtain. If it's in the professional realm, I would definitely also include a cover letter.

Not important, but necessary

It is like dressing your shoes with the socks. Eventhough they
don't need to see your socks, it is understandable that you should wear socks.
