Don't know her age, don't know if she has food allergies, don't know if she's come into contact with anything that could trigger this, don't know if she's overweight and her thighs rub together. Don't know why you didn't give more background than what you gave. Based on what you've said, I think it's a rash.

When I was a kid, certain pants would give me a rash on my inner thigh. I think it was the type of material and the fact that they rubbed together when I walked (even though I was super skinny). I just learned to avoid that material. Unfortunately now I can't remember what it was, but since it was the late 1970s, it was probably something synthetic.

Might be shavers rash or some type of heat rash
is this rash red bumps and some red with heads to them?
