depends on the number of wanted stars you have.
1 star - you can loose the cops if you run and dont happen to see one for awhile.
2 or more stars - you have to find a paint-n-spray to change the appearance of your car, then don't do anything stupid after you leave the spray place while your stars are flashing.

There are many, many ways to get the cops on your tail in GTA.
There are many ways to cut down your wanted level:
1. Take your car to a Pay N' Spray for $100. See the green spray paint can on your map. Get to know these locations well.
(important: do not back into a cop or it starts all over!)
2. Go to a clothing shop and change at least your shirt or pants. Shoes, chains, hats, etc. are not enough. Look for T-shirt icon on maps for clothing shops.
3. Outrun the cops. Lead them on a chase across the country side and they will eventually forget about you. Cops have Alzheimers? This will only works with 3 stars or less.
4. Go to a food shop (pizza or burger icons). Cops will wait for you outside for a while, but watch your stars fade away. I guess they don't have a warrant. You probably need food anyway. This only works with 3 stars or less.
5. Go to a safe house and save your game. Saving makes a day go by, and the pigs forget you.
6. When you get to San Fierro, start dating Michelle for free car sprays. You can find her in the Auto training school (name?). She likes guys who are fat (at least 50% or more blubber) and stylish. For style look at your 'sex appeal' bar. Girlfriends can get you the best advantages in the game. Plus, they are funny to date.

GTA right? Find spray paint and get your car painted! If you have a fast enough vehicle, like a pcj600, you can out run them! There are a couple of spots where you can go that the cops can't follow you! Try getting on to the golf course and then into a boat!
