This a G.M. Specific code, and it relates to the transmission. It is defining for a downshift control failure.
There could be a blown fuse, a failed control solenoid, or an inoperative valve in the transmission.
ALL OBD II codes follow this protocol, for all models of all manufacturers.

First Digit
P = Powertrain control management
B = Body (including Brakes)
C = Chassis
U = Network (Communications)

Second Digit
0 = SAE defined (Generic, same definition for ALL vehicles)
1 = Manufacturer specific

Third Digit
Sub System
1 = Air/Fuel management
2 = Fuel System (injectors)
3 = Ignition (Misfire)
4 = Auxillary emissions control
5 = Vehicle speed / Idle control
6 = Computer system
7 = Transmission
8 = Transmission

Fourth and Fifth digits
Specific system or device codes

Your friend may have used a code reader to retrieve the codes, and not all code readers will retrieve codes other than the "P" codes. Therefore you may need to find a repair shop that has a Scanner with software that can retrieve and interpret all codes, including the "B" & "C" codes.

Good Luck

That code is vehicle specific. Try calling a GM dealer's service department see if they can look it up.
