it's called freedom of speech... anyone can say what they want to to who ever they want to wether you like it or not.

Depending on your state and the nature of the cursing, it could be considered verbal or emotional abuse. This type of abuse was one of the grounds for my mother's divorce from my stepfather; it is real abuse and it can cause real damage, especially in a child. If you are the child being cursed at, try talking to your school guidance counselor or a teacher you trust and see what they have to say.

I don't think there are any laws on cursing at anyone, unless you're disturbing the public. Better to curse than hit.

Well, it depends. Does it constitute mental or emotional abuse? Is the adult an authority figure with control of the minor? Or is it just a wacky neighbor who yells at everyone?

That is mostly a minoritys problem. there is free speech. some states say that harrassing a child with cuss words on a continuous basis is detrimental to there development. but its hard to inforce any laws.sorry. call your local police.

It is not against the law unless your in a public place then you can be charged with obscenity and disturbing the peace.

Nobody ever felt the need to have my mom arrested, so yeah, it's all legal. I turned out alright because I probably deserved it at the times it happened and it wasn't constant.

There is always the possibility it is verbal abuse. It just depends on the extent.
