How does the first amendment affects a local and state governemnt??

The Bill of Rights (the first ten amendments to the Constitution) were initially adopted in 1791 or thereabouts to guarantee that the new federal government would not intrude on the rights of the states or the people. After the Civil War, the amendments have been applied to state action as well as to federal action - this is through the 14th Amendment, passed after the Civil War. So now these amendments protect people against state and local action as well.
