A man without genitals would be called a HE
There is more to gender designation than the presence of genitals.
I have never heard of a person with no gender, although I have heard of people who have TWO genders... (hermaphrodites)

That would depend if that person has undecended testicles, or if they have ovaries. Every person has DNA of xx or xy, xy being Male and xx being female. Very rarely, a baby is born with ambiguous genitalia, which is very difficult for the family. It's a baby . . . we don't know :( The infant has to go through genetic tests to see what the DNA shows, and then, it is decided what sex they want to raise the baby as. Medically speaking you can have both genders simultaneously, but having no gender is not possible. A person having both genders is named hermaphrodite.
