cut back the lavender but only cut back the heathers that have flowered.

I have never cut back my lavender in the fall, I cut it back in the early spring. It has done extremely well. It is in well drainned soil and gets lots of sun.

As they go domant cut them. Then in the spring they will grow and the cutting will not damage the branches.
