Jim Palmer won it, mainly because he gave up half a run less than Ryan (2.40 ERA).

The strikeouts are impressive, but Ryan also had 32 more walks than the next-closest pitcher. Palmer didn't get the strikeouts, but his WHIP was better than that of Ryan because he didn't give up nearly as many hits.

Ryan had a great year, but it's not like he was robbed of the award. The no-hitters and strikeouts he put up were always impressive, but he also walked a ton of guys, which ultimately hurt him.
