I have been having the same problem and finally found a solution. I live in the desert and use well water with a filter. Towards the end of the month (right before the filter gets changed) I will start to see rust-like stains appearing on clothes and sheets. If the clothing goes into the laundry already stained, the stain will seem to attract the minerals and become even worse after washing. I finally tried pouring some white vinegar first, and then followed immediately with lemon juice (on an already damp sheet). I washed with double the detergent and two rinse cycles and presto! All the stains are gone! I'm not sure if it was the vinegar or the acid from the lemon juice, but the combination definitely worked.

I doubt it is hard water that is staining your clothes. However it could be rust stains or color bleeds.
Rust stains will turn up dark brown to orange... If the stains are this color, call your landlord and tell them the machines are rusting out... and explain what is happening to your clothes. (Use a different laundry service till the problem is fixed) Usually it calls for new machines to be installed.
ALWAYS make sure you are seperating your clothes. Brights, Lights and whites. Use only hot water on your whites. (Hot water on color clothes tends to make the colors bleed).
Use Color safe bleach on your color clothes... it can help get rid of those stains - OxiClean could help too.
Use regular bleach on your whites. (a cup per load) with HOT water.
