If you want everything free, just use your yahoo login info and go to http://www.geocities.com and practice your HTML as much as you can when you feel confident then book a domain name for yourself and then go to a reliable hosting provider and host your domain there. You will find below some of the usefull links.

zoom share is easy but they don't let you make you rown page. you have to use a premade template. All you do is add your text. Geocities, Angelfire and 50webs allow you to make your on html pages using frontpage (or any other webpage development software) and upload them.

Depends how serious your site will be.
If its just for personal fun you could try angelfire which sets it up for you and you just put in what you want.

If its a serious site (like for a business) buying a .com and using dreamweaver or frontpage or similar would be best

it depends on if you want to make your own website or just a blog website. there are plenty of the blog websites around: myspace, xanga.....those are the ones that i know for sure are free, but for xanga, the you can do lots of things for free. there are just a couple of things that you can only get if you go premium (not free)
