I also have a problem with irritation from shaving. First and foremost, you may want to start with the razor and soap you use when you are shaving. You may be allergic or the razor might be old or even too sharp. Also, remember to use a lot of water (some people don't shave in the shower, and don't use enough H2O). When you are done use some lotion like Auaphore or Eucerin (something that doesn't have any perfume or anything) You may even be able to find lotion for sensitive skin.

Sounds unpleasant. I've never had this problem. Have you tried soaking your legs in a bath for a while before shaving? It softens everything up and can help you get a closer shave. The black dots are probably just the hair follicle visible under the skin. Are you sure you're not allergic to any of the common chemicals that might be found in all of the products you're using? I used to get red bumps after shaving... this is caused by minor infection since shaving opens up pathways for dirt and bacteria to enter. Now I shave my legs before going to bed, and wearing a clean pair of pajama pants to keep the follicles from getting infected.

I use Skintimate Shave Gel to prevent irritation. If I run out of that, I shave with body wash. If there's still an irritation, I suggest putting Aloe Vera (stuff you can put on sunburn) on the irritation. Don't use lotion though. It'll hurt.

If you use a lot of lubrication while shaving and run the razor close, but gently along your skin, you will avoid the irritation. Irritation comes from shaving too closely without sufficient lubrication.

If the irritation is along the bone, shave across the bone and not up and down.

Try something else. I used to use shaving cream, but that irratated my legs, so I switched to plain, old soap. That stopped the irratation. Try some other brand, another product.

I like to use hair conditioner rather than shaving lotion or cream! It softens your skin and makes it harder for the razor to irritate your skin!

You can try shaving cream for sensitive legs, or you might even try a different razor. Shaving cream would be your best bet in my opinion.

Make sure to use shaving lotion when you shave. You probably have "dry rash" which can sting so bad! Experiment and you will find what works for you :)
