Benjamin Franklin went to France to ask them for a loan(war bond) and shipping,supplies etc for our (revolutionary)war.The French and Britain at this time were the two major super powers in the world,Spain had been basically taken out of the equation.
The French said no because we were a new nation and they didnt want to use their resouces for a nation that might fail so Benjamin stayed awhile in France and though he didnt get money he did get support from the French Navy as to hinder the british shipping.........this is just some of what happened and that is where your history teacher is probably looking for the answer at
