One of the first things I would recommend that you do is start thinking about your interests/passions... and go into an internet business that is based on that. Why? Because it makes the work a lot easier.

Answering the following questions should help you develop ideas:

1) what websites do you visit when you're just surfing online?
2) do you have pets?
3) do you play and sports?
4) do you collect anythings?
5) do you have any specialized education?

well to start a business youll always have to pay for something whether it be materials or phone bills, or labor. But to start a business with little money do something that you think will do well and you have the materials for. Find a wholesale store like cosco or BJ's to reduce costs. use your cell phone to conduct business. preferably nextal because they have free incoming calls. Have your children help with the little stuff even ask your family if you want manual labor.

You can't. Costs are always going to be there. The only thing you can do is to convert monetary costs (having to pay for things) into non-monetary costs (doing it yourself).
