Okay, here is the definitive ANSWER: This all comes from the website,
http://bigredtoybox.com/cgi-bin/toynfo.pl?tmntindex It is an article completely about the Teenage Mutant Ninja Turtles. But it does make reference to one other much earlier TV character. I quote, "Who could forget the return of the word "Kowabunga" (an old surfer term originally popularized by Chief Thunderthud on the Howdy Doody show) to the national vocabulary". It is obvious from this article that it was original to Chief Thunderthud, and later "borrowed" by the makers of the TMNT.
It is a good thing I did my research because originally I was going to guess that "Kowabunga" was first said by Gilligan!
