Yeah, not only cute in the outside, but also cute in the inside. When you mean 'shy', they are very calm, positive-thinking and innocent, they are 'shy' on letting other people know who are they and being afraid to know something that crashes their reputation.
Some 'shy' persons are not cute, but, as I said earlier, they are shy on letting other people know who they are, so they disguise themselves as nerd-looking persons and they don't really talk that much. So once you meet a shy person, bring the real person within them and let their real cuteness shine!
But there are people who can't stand on shy people, they might be social peoples. And there are people who likes shy people, because in that way, there's a lot of intriguing stories you can talk about with this shy person, and the next thing you knew, that shy person is the man/woman of your dreams! An angel behind that shy face, pretending to be shy, and waiting for someone to show him/her the real him/her.
Confidence is a real factor.

Before I met my wife, I had a fetish for shy girls. I love them because they are innocent and submissive. I can't stand the loud, obsessive girl, who talks to everyone and wants to go everywhere and do everything. I like the girl who wants to sit at home quietly and leave me the hell alone while I play on my computer. Oh, and I love my wife too ;)

No. I liked this hot guy once and found out how ridiculously shy he was, and I stopped my interest in him. I don't even talk to him now...I don't have time for shy people. They should grow up!

I find it intriguing--it makes me want to get to know that person even more, and get underneath the mask, to see who they really are. Yes, it's cute in some cases. Frustrating in others. But always intriguing and challenging. lol :-)
