table saw motor does not build up to speed for saw to operate

It creates a phase difference between windings in the motor. This will start the motor turning.
Remove the belt and ensure everything is turning freely. If either the motor or blade do not turn easily it will not be able to build up speed.

In a three phase motor the capacitor is not needed.

Cap is for starting, centrigifugal switch kicks in at start speed, if your motor isn't winding clear up you might have a bad /stuck cent switch. Get an electrician.

the cap. is to help start the motor and bring it up to speed. If belts are good and blade is tight check the motor they do go bad.
