no one knows everything, nor can they solve everything. but a good leader would be able to put people into positions where they can solve problems... so in a since yes, they have to be good problem solvers.. they have to solve the problem of who should be where. It's a lot like sports actually. the team captain isn't always the best player, but the one that can inspire the team the most.

Simply put, yes, I do. But, yours is a loaded question!
I think good leaders must ultimately make 'the' decision to solve a problem. But, they need good intelligence-gathering briefings, meet with those who both agree or disagree, discuss differing ideas; know the pros and cons of making a particular decision, have much wisdom, insight, a calm and confident thoughtfulness, know history, and have people-[psychology] skills. Also, "Know Thine Enemy."
A good leader knows he must suffer the consequences of his actions, and realizes there's a lot of 'red tape' and time involved, in making the 'right' decision.
In short, by listening to and talking with others, and weighing all the issues, a good leader 'takes what he needs', then chooses what he thinks is best way to solve a problem.

A good leader is someone that can not only solve problems, but prevent problems from occuring. A good leader listen to his or her citizens. He or she understands the importance of peace, prosperity, and defense. Also, this person is a centrist, and is willing to work with both sides of the political spectrum.
