i heard a brief clip on CNN last week sometime. but missed the reason why they had asked this to be done. anyone know anything???

Yes this has been known for some time, the part of the government your talking about is the FCC. A bunch of people knew about it even when 56k modems became popular.

As to why, I'm sorry but I do not remember, and I don't have a source currently explaining why. My guess would be somewhat of a "timeshare" thing, if everyone had unlimited bandwidth, this would cause people to effective hog parts of the Internet backbone causing massive DOS attacks, and just imagine if some worm went across the Internet taking up the bandwidth of 1 server who's ISP had allowed unrestricted access to the Internet backbone!!
