Amongst all the valid points about food hygiene and permission for your pitch you need to know that under the Licensing Act 2003 which came into force last year and is applicable in England, Wales & the Scilly Isles selling late night refreshments, ie. hot food and drink, between 11.00pm & 5.00 am is termed a 'licensable activity' and you need a 'premises licence' granted by the new licensing authorities ie. your local council Your burgher van will be treated as 'premises' for the purposes of the legislation. If you operate without a premises licence during those hours it will be deemed an unauthorised licensable activity and the potential fine is 6months and or £20,000 ( Yes 20 Thousand ! ) This is because of the potential disorder associated with such activities

Yes you will need to apply for a licence to pitch from the local council. They're not usually expensive, but they need to check for health and safety, hygiene etc as well before granting the licence I think.
If you do it unlicenced the chances are you'll get found out and fined and you won't be insured if someone gets sick from your food and sues you. Also, there can be a lot of dodgy people run these pitches, and if you encroach on someone's territory and they're dodgy or know someone dodgy, they'll have your van turned over or set on fire. I've seen it happen with burger vans so be careful who you're dealing with.

Most likely, you do. Check with your town hall. I know for a fact that if you'll park it in a recreational area, like a park or beach, you'll need a permit from the state

You can park as you would with any other vehicle but you will need a licence to sell. If granted there will be a fee.
