Means he was looking to settle down and made a decision. A hurtful one and he apparently didnt care for someone's feelings.
Who knows if he made the right choice? If he can be that cold, youre better off without him.

If you believe the guy was sincere than the first answer is right. if you are more cynical you could say that was just a strategy he used on a girl who said "no sex until we are engaged to be married."

It means he wanted to get married, believed in the concept, but the girl he didn't marry wasn't the one he wanted to marry.

I would assume that it means when he was talking to you it was just that.... talk. He thought of you as a sister or good friend, and not marriage material for him.
