By definition they can no longer have hand-eye coordination if they can no longer see. Hand-eye coordination involves using sight to guide/align your hand(s), like in catching a ball.

If you are talking about people who have NO vision whatsoever, you had better re-think your question. Or better yet, go into a dark room, put on a blindfold, and see how your eye-hand coordination works.
But not all people who are visually impaired have a total loss of vision. Most have some degree of sightedness, and for these people, the eye-hand coordination is still a factor.
There are several interesting games that blind people play, including goal-ball, which involves a basketball-sized ball that has bells inside it. It is thrown at the goal and the team members have to try to prevent it from reaching the goal, capture it and throw it back at the opposing side's goal. It requires a great deal of coordination, both ear-hand and eye-hand, if the player has any visual input.

A blind person does not have any hand-eye coordination at all. A slightly blind person might have it but not as accurate. Two of my uncles are blind (It runs in the family)...What I noticed about them is that when you talk to them their eyes turn toward the speaker. This is only because they can hear where the voice is coming from...From this you can see that even though they can't see, their eyes are still trying to turn to the object that their brain is telling them to...
Vision is need to have hand-eye coordination. If you can see something, then its obvious that you cant move your hands according to where it is.

How could a blind person coordinate their hands with what they see, when they don't see anything. It's not possible unless they have some vision... in which case, it would be poor. Think about playing a video game if you were totally blind.

but, i have read news-clips where blind people even taught at schools and cooked for themselves

If you can't see, then you can't co-ordinate anything with you hands. You can still reach for things where you think they may be, but you can't see something and reach or react to it because you can no longer see.
