well, finding a man that can be anywhere in the world is a very hard job, near impossible. but by infesting the rivers near his "possible location" found by intelligence, you can poison him. ah well, he'll die anyway.

Anyway, I think he's hiding in Pakistan. He moves around a lot- probably has "friends" there who are willing to risk their lives to protect him.
