It's not rare, and it should not be out of print (at least, not the current edition). It is, however, expensive, and not something most people purchase, so most book stores don't keep it on their shelves. Most really big Christian bookstores should have it, or at least be able to order it. It is published by the University of Chicago Press, and it's ISBN number is 0-226-03932-3. That's the ISBN # for the 2nd edition, to my knowledge that is the latest edition, but my copy is several years old. A great place to look for one is a college bookstore in a college with a Bible department.
By the way, the author is Walter Bauer. The first edition was translated by William Arndt and Wilber Gingrich, however, the 2nd edition was revised and augmented by Gringrich and Frederick Danker, so sometime you see it with Danker's name, too.
