Washington, D.C. is not part of either Virginia or Maryland. Maryland donated the land for the city when the site was chosen. The District of Columbia (D.C.) is its own, but it is not a state - which has fueled the discussion regarding whether or not D.C. should be granted statehood or given seats in Congress and the House of Representatives. It also the root of those Taxation without Representation license plates you see cruising around DC these days.

DC is District of Columbia which means it's not part of any state. It is in it's own district. So in the next Civil War we don't have to worry about Virginia or Maryland ceding from the union

Washington DC is Washington DC. It's not part of a state, it's the District of Columbia (hence the DC). Think of it kind of as it's own separate state. Almost haha.
